August 22, 2016 Cultural Change: Gender Diversity and Inclusion in the Australian Federal Police View Cultural Change: Gender Diversity and Inclusion in the Australian Federal Police (PDF, 2MB) On 22 August 2016, AFP Commissioner Andrew Colvin released the report Cultural Change: Gender Diversity and Inclusion in the Australian Federal Police, following an independent review of the organisation by former Sex Discrimination Commissioner, Elizabeth Broderick.

The report followed extensive consultation with more than 1,000 AFP members over the past six months.

A number of key themes emerged during the review process: -the importance of strong leadership to cultural reform; -the differential impacts of AFP culture on mens and womens experiences; -high rates of sexual harassment and bullying in the AFP; -barriers to and opportunities for increased womens representation in the AFP workforce; and, -the challenge of combining a police career with family.

The results show that arrest activity, officer age, and officer gender are most strongly related to the receipt of citizens complaints about excessive force and differentiate high-complaint officers from low-complaint officers. The report includes several recommendations for improving DPS and ALEAs recruitment program, selection procedures, and fair employment practices so that they can provide equal employment opportunities to female trooper applicants and troopers and better serve communities throughout Alabama.
